Im not sure what you mean with that because Ghost Clan (which is implying the clan's TIER) is NOT related with Clan Rank (which is just newly introduced)

For the current time, Clan Rank only related to the number of research done (which is by now the highest clan rank in the game is 9)

Clan Tier and Clan Rank is have no correlation to each other. 

There is 4 Clan Tier in the game which is:

1. Ghost Clan = maximum member 10 players

2. Shadow Clan = Maximum Member 30 players

3. Storm Clan = Maximum Member 100 players

4. Mountain Clan = Maximum Member 300 players

5. Moon Clan = Maximum Member 1000 players

This Clan Tier will be related with the QUANTITY of resources to complete research. The higher the tier, the resources needed to complete will be multiplicate by the number of maximum player can be contained divided by 10 (NOT the active member, but the MAX number) 

For e.g: Ghost Clan need 5.000 Mutagen Sample to complete research for weapon 'Hema'....but for Shadow Clan it will cost the research a significant 15.000 Mutagen Sample and so on and so on

Thats why having active players in the clan is quite NECESSARY for Higher TIer Clan. 

Also DE start to introduce a Clan Based events and activity which is then why.....

Everlasting Snow have a 30 Days Inactivity policy.

I can carry the entire clan research and stuff myself in this Tier but I cant if it upgraded to SHADOW TIER

and thats why Everlasting Snow is a GHOST CLAN TIER (so Ghost does NOT implying that there is no active players, it just simply a name of the Tier)

And for this one...unfortunately the free slot has been filled up and now we are having a max number of player in the clan which is 10 players.

 

BUT

Since Everlasting Snow is in a huge Alliance (Planetary Alliance of The Apes). I can ask for any other warlord who got free slot whether they like to get a new recruit then i can refer you guys to the respective warlords.
