You are missing a maxed point blank mod. The most important in your damage. ( as well as you need to forma the weapon and max the other mods )

And Shredder and Disruptor are bad mods for that weapon. Get rid of them. Same goes for the ammo stock. Level up the elemental damage mods.

Shredder is a waste of a mod. The weapon doesn't do enough slash damage so you're better off using another elemental.

Disruptor is a waste of a mod. The weapon doesn't do enough impact damage which isn't great anyways. Replace with an elemental. Scattered Justice is a nice mod for it that gives 200% more multishot so replace Disruptor with that.

I personally don't like puncture as a damage type so remove that for an elemental.

Elemental combos viral+radiation or cold+corrosive or heat+corrosive are great for the Hek.

plus, serious, upgrade your elemental mods, they scale greatly with your basic weapon damage

If you don't mind spending an hour or two running Void fissures and cracking open a few relics, you can probably sell some ducat fodder and make enough plat to buy Point Blank (~0-2 plat; mandatory for all shotguns) and Scattered Justice (~15 plat; mandatory for the Hek) from other players.

 

Regarding your build, just a couple pointers:

- Avoid Flechette, Shredder, and Disruptor at all costs. Even if your gun's base damage matches one of these mods (e.g. a puncture-based gun will get maximum usefulness out of Flechette, but Shredder/Disruptor will have almost no effect on it), the problem is that these three mods' bonuses are simply too low to justify using them. On any weapon.

Max out the mods you're using. A single maxed-out mod is much, much stronger than three or four unranked mods put together (not to mention being much easier on the capacity cost). Mods that increase your overall damage (e.g. Point Blank and Scattered Justice) are typically top-priority for maxing out first.

Get some 60%/60% elementals if you can. They're a lot more cost-effective than a 90% elemental, so they're a good choice to use if you're trying to conserve mod capacity.
Frigid Blast (the ice one) can be found in Uranus Spy missions, and Scattering Inferno (the fire one) can be found in Saturn spy missions.
Toxic Barrage (the the toxic one) only appears in level 40+ Void missions, and Shell Shock (the electric one) is prohibitively expensive and can only be reliably obtained from certain events, so don't bother with those for now.
