There are no requirements for this at all, we just want members who are willing to contribute to research if you have an excess of resources. We do of course need experienced players in order to build up any newer members that may join, as well as to contribute resources to research, but our main goal is to fill the clan up with friendly people, so anyone is more than welcome regardless of mastery rank, experience, or equipment. I really don't have much to offer other than the experience of rebuilding a clan, although I'm sure a few of you will be as excited as I am about the chance to be a part of building a community.
