Mouse delay and stuttering

Ever since latest hotfix, my mouse now has input delay on movement and also seems to cut off every now and then.

The mouse works normally on the desktop and on the Steam overlay (Shift+Tab).

I previously thought this was an issue with the Windows 10 creators update but  I have already rolled back to the previous version and the input delay and the stuttering is still present. Though it did fix the problem about the thumb buttons not working.
