Oberon's Phoenix Renewal does not work as intended in raids.

I have no idea where I should post this so I am just going to post it here.

I made a Phoenix Renewal Oberon build and took it into LoR earlier. It didn't work. I kept seeing an issue with the Renewal icon rapidly changing the number of players under the buff even though when I hit Z to see everyone and they were not out of the aoe but the Phoenix Renewal effect would not trigger half the time someone would die.
I was paying attention to see if a downed player that was close to me would get the red debuff indicating that they had recently been rezzed by the augment and multiple times they would not have it.
At the end of the raid our group always sacrifice ourselves in on the fire spires and only the host and I rezed. There was a brief moment that it was down, but only 2 or 3 players had killed themselves at that point.

I have 2 theories as to why the is happenning.

#1 Renewal has trouble affecting more than 4 players so it keeps re-targeting different party members. The icon rapidly changing the number of players might be evidence of this.

#2 Only the first 4 players in the party can benefit from the Phoenix Renewal. I do not think this is the case however, because I am pretty sure that I seen a couple of players that were invited into slot 5-8 benefit from the Phoenix Renewal.
