I had to test it myself, but it is true, While the cap is 175%, for toggle powers there is no cap. You can put streamline and fleeting expertise both at max and even if it doesn't show it in the mod menu OR abilities screen, when in the mission it works.

Nah, there is an ultimate cap of 75% cost reduction for everything.

It's just that, with negative Duration increasing drain costs, you can balance it out with above-175% Efficiency.

The Arsenal stats need some revising to incorporate drain-per-second costs properly.

And despite what both the wiki shows and what you see in the arsenal....toggle powers still benefit from the 190%, they can exceed the 75% cost reduction.
