Well bots can't destroy auction house if there are requirement for use, like MR? (ie, 1 item per 3MR). And maybe cooldown from removing item from auction house to start a new starts cooling down after player gain x amount of affinity from mission (to confirm active player?). A filter in trade chat still make players vulnerable to player scamming... and this is far less worst being scammed from bots with auction house?... ok... Don't underestimate human greed and laziness. People who want to use bots will use them regardless of MR or any type of restriction you can come up with. The filter isn't about scamming prevention, it is about a better user-defined interface that is a lot easier to read and follow than what we have now. We will only see what we want to see. I personally use Polish (my native lang) game version and trust me, there is no spam out there. Besides, there is time frame limit of posting and there are [DE]bots out there so... But if you have more players selling with an auction house, player shop, or some other kind of afk system then prices of common and uncommon items will plummet. Considering the new player experience the demand won't be great, and it will just feed into itself since new players can get triple the amount of sets with the same 10$ they spent on plat. Selling items more easily, less time being in the game client, less plat being changed hands. An Action House would imply automated transactions, meaning that once you list your items their sale will be automated and won't require your approval/interaction.
