Not to say that the riven isn't top tier material but you can get a lot of better stats then those XD

Let's call a spade a spade; it's good at best. 

Not every weapon with Slide Crit becomes a maiming strike weapon. Those with especially short base range means you hit 2 or 3 targets tops when you slide right through them (rerolled a +atk speed/slide crit/-infest machete riven since it hit absolutely nothing).  It might pass if the riven has +range.

Also, +finisher damage and maiming strike are distinctly on opposite ends of usefulness that neither build would benefit from both stats. In fact, having the +finisher takes away from it being maiming-worthy, and vice versa.
