Commander Synthesis Targets

I can't seem to find any commanders. I've looked at a couple of different websites and they have all said pantheon on mercury, but I've done it quite a few times now and I haven't seen cephalon say anything once. Is there a better location to find them or am I just unlucky?

There's a Crossfire Exterminate on a planet that you may/may not have unlocked yet where you can get them.

Ah, yeah I don't have that just yet. Been putting off trying to do the neptune junction because I don't really enjoy uranus, lol.

Yeah I only just realised this but I don't think I've actually ever seen the commander, atleast when I got back into warframe a couple of weeks ago.
