Matchmaking never finds a squad and wont let me start the mission by myself

When i try to start a mission or an alert that doesn't find a squad to put me in, instead of immediately giving me the prompt to wait for more people or to start the mission by myself it tries to find a squad but never does no matter how long i wait. This mostly seems to happen when the mission says it has 1-2 squads open. I've tried stopping the search and starting the mission again, but this doesn't work even when i try it multiple times. This issue has made me lose numerous alert mods.
