Inaros Specter Hold Position Bug

I set Inaros as a level 2 specter and took him into Xini.  During the mission I noticed that he would follow even while set to Hold Position.  After playing with it for a while and watching him I noticed he would periodically cast something that looked like his Sandstorm ability starting up and end it immediately.  After he casts the ability he reverts to following me even though the command doesn't change from giving me the option to tell him to Follow.  If I then told him to Follow he would Hold Position until he would us that ability again and then he would start following again.
