Why Does Nightmare Mode Need To Be Random?

It was discussed in the last livestream that the effects in a nightmare mode level were too random, and instead of having a random effect every time you enter the game will either have a static set of effect per level, or it will tell you when it spawns and not change. My question is, why does nightmare mode need to be a floating, random event? Why not just make nightmare mode a toggled effect?

My apologies if this has been discussed already, but I feel like there isn't any real gain to make nightmare mode subject to the RNG just like everything else in the game. Currently there isn't any way to monetize, so the RNG can't be used to make paying more appealing.
