If you're asking if the hacking difficulty scales with the player, then no. The hacking puzzles are the same whether you're a Level 1 frame or Level 30 frame. I don't believe the difficulty increases at higher-level planets, either. The mini-games on Mercury seem the same as the one's on Saturn, and I don't expect that to change as I progress. Having said all that, I'm only Level 2 in Mastery, so perhaps someone at a higher Mastery can say if the hacking difficulty scales that way.
