De Make A Extra Weapon Slot.

DE Make a extra weapon slot very much like the one for warframe (Aura). It will be like an addon to weapons.

Mods that would work in the slot would include:

Ammo mutation
All Zoom
All Expel Mods

That way, Mods like expel, zoom, and mutation won't be useless. If people complain about not being able to get ammo mutation mod because of the event, just make it purchasable through platinum. THAT WAY WE ALL WIN!

They don't have to make it increase mod capacity. Just a free slot. No cost, no nothing. Basically a free slot.

I don't think ranged weapons, primary or secondary, need a buff as a whole. I've got no problem with the idea, but only if you didn't GAIN mod capacity from it. Either no no mod capacity used, or costs as normal.

Whilst it could be considered a bit OP it would stop the mods from just sitting there ignored.
