[Plains of Eidolon] Rescue Won't Follow Warframes

During the Plains of Eidolon Ghoul event you occasionally need to escort a Ghoul rescue target.  On freeing the ghoul, instead of following whoever has freed them they immediately burrow/teleport to the person who is farthest away from the dropoff zone.  If that person is in operator form chasing vomvalysts it will tie itself to following the operator, and if that player enters their warframe will refuse to follow them.

The simplest solution is to tie whoever hacks the bomb collar as the follow target rather than performing this unnecessary check and animation at all, as whoever hacks the collar will always be a valid follow target.  Alternately, have it find the nearest warframe since warframes cannot "disappear" and become unfollowable like operators can.

The Rescue target will start following again once the operator has left their warframe again, but refuses to follow anyone but that operator.

It's a bomb collar not a console, and the follow target is not permanently lost if operator is resummoned
