He said that Baro didn't initially talk to him and when he kills his targets, the screen doesn't flash. Baro days "the vessel has changed" but the glyph isn't filling. He's definitely killed more than 60, and yes it's equipped. I, however, have the Corpus crewman target and my quest is working fine. Are the Grineer targets bugged?
