Is there a game that hands out Nerf's more than or equal to WARFRAME?

Think pretty much  every large multiplayer game and even some of the small one's.  Doesn't really matter what genre and sometimes it's not even about balancing but just an attempt to shift the meta.  The only thing I've ever really been puzzled by is why so many studio's (here's looking at you Blizzard) try to balance by making huge sweeping changes (buffs or nerfs and often numerous one's at a time) rather than smaller incremental one's.  Maybe they have their reasons and perhaps they are good one's, but it doesn't always feel like it looking from the outside in.

Don't get me started.

EA, for the 3 months they actually support their online games after release, will nerf everything to hell and back 5 times.  While neglecting to fix major flaws and breaks in maps and other basic issues.
