From my own testing: (Green means the reload sound is there, Red means it's not) Akjagara Aklex Prime (except for a noise at the very end of the reload) Akstilleto Prime Brakk Bronco Prime Arca Scisco Dex Furis Euphona Prime Furis Lex Prime Mara Detron Pandero Sicarus Prime Stubba Telos Akbolto Twin Grakatas Twin Rogga Twin Vipers Wraith (except for a noise at the very end, same as Aklex Prime) Vasto Prime Vaykor Marelok Viper Wraith Zakti Though I'm limited in my testing by the secondaries in my arsenal, It seems that the sound is only applied to secondaries using certain reload animations. The Brakk, Bronco Prime, Furis, Mara Detron, Viper Wraith and Zakti use the same reload animations (albeit at varying speeds), and all 6 have the sound applied to them, being the only single secondaries on the list that do.
