Simulacrum - A Design Issue

Why has the Simulacrum a floor plan on which it is possible and even highly so, for the simulated targets to fall off the map?

Besides the fact that you can't simulate any enemy or every condition at a choosen location like in a captura scene (it is sort of a holodeck, isn't it), or that it is not always accurate with the numbers when you are not alone in there, nor you can't reach the simulacrum through your Orbiter interface, doesn't bother me much. All that would be cool though.
