Unable to launch app [PS4]

I've checked all the standard avenues, my account is activated on the system in question as primary, i have an existing account and have played on a different ps4 for a while. Warframe is installed on this ps4 as my partner played with me, though while every other account on this playstation is able to access and open the app, the system insists i download the game despite it already existing on the system. It's in an extended storage device that has been allocated as the app install path and it works fine on all other accounts. I have attempted to restore licenses and have even made other accounts on the system activated as primary on this ps4 as well to no avail. Do i need to delete the app and start over?
