It was implied during the Beta that this would be the only way to get these weapons in game as a way for DE to show appreciation for the Beta testers! 

They have hinted through the years that the weapons might return, but as far as I can remember, it was more of a, "this is how it is currently so we won't return to this subject until some ambiguous time in the future" approach.

When, where? Simply because it was only in closed beta? Well, we are still in beta.

What I love the most is how people confuse "being randomly selected to be given a Closed Beta key" with "being loyal".
