Warframe launcher missing and i don't want to re-install when i got all the files

So today i turned on my PC las night i was in a hurry and i cut the power, and today when i logged on steam warframe files were missing so i looked up on the forums first than i found this article:

I did everything carfully but it seemed to work but when i tryed to launch the app it said he launcher is missing from steam apps. I've also checked this in the forums but still what came down from other posts was .

I am using a windows 10 Pro., 12 GB ram, Nvidia GTX 750 video card and an AMD Athlon(tm) X4 740 Quad Core Processor with 3.20 GHz

Also when i logged in the site for some reason it turned spanish
