AG recharges over time, if there were other frames that could spend that amount of time in the air, you'd notice it more. However, on the topic of the actual thread... The ideal change would be to let Zephyr use the Hover at any time, mobile, which would mean that after casting Tailwind, or anywhere in the air, you could charge up a Hover and cancel your momentum.
