Before mission all players leave matchmaking not working

Hello,

I encounter a problem every time during match making and for some reason all the players leave.  When I try to stat a new public mission match making will never work.  I must start a mission on my own and hope player will join eventually.  There are workarounds which involve leaving navigation and accessing different menus, however this does not always resolve the issue right away.  It is much faster and less cumbersome to start a mission and hope players join.
