Exalted Blade Blocking "Glitch"?

I hope I am not re-creating a topic.  I've been searching for this for a while with no luck.  I know a lot of people claim blocking is useless, but it is something I use a lot when fighting Infested as a way to prevent knockdown from those Infested MOAs and any enemy that sends out that huge fire shockwave.  I don't really know how to recreate this, but more often than not when I am using Exalted Blade I cannot block.  Holding the block button will allow me to execute the combo that guarantees Impact procs, but he won't actually perform the actual block animation...which results in NOT blocking those Infested MOA stomp shockwaves.  I've tried putting away EB and recasting it; I've tried /unstuck.  Rarely I will suddenly get it to work...but it's usually after I've given up trying and then don't really know what I did to cause it to work.  Has anyone else run into this?  And if so, does anyone know how to fix it?  While blocking may not play a HUGE role in the game, I would LIKE to be able to do so WHEN I want to.

You are probably using either Power Drift or Surefooted, which give a chance to perform a blocking animation instead of the knockdown animation.

I am not using either one of those mods.  But that is a good thought. I should test it out with no mods to see what happens.
