Awful performance with good pc

Hi, i have an i7 8700k, 16 gb ddr4 at 3000mhz and rx580 with 8 gb and the game is on the 1 tb of hdd. 
With some of the last update (from sanctuary mode update) the game is stuttering and the fps ingame monitor (the osd you can activate from the game settings) says like 60+ fps (and i have Vsync ON like wtf ??? ) but the game feels stuttering, i open the OSD of amd thanks to the adrenaline update and i see less than 50 fps drop to even 40 and 30 fps... 
I play the game on borderless windowed with vsync on or auto and even off but with fps limiter at 60 (my monitor is freesync at 60/72 heartz) but the game make LESS fps in every option i set and try.
Last AMD driver, last Windows update (Clean reinstall but warframe is "old" maybe i need to redownload the game ?) last driver for every thing i can upgrade, others game don't have this problem at all ... 
I don't know how to fix this problem at all, i try to remove the vsync/fps limiter and the game rocket to 100 fps (with 10°c more on GPU) and i see and play smooth, maybe the vsync is not working with freesync properly?! 
P.S. repair and optimize cache do not change nothing. i've even disable dx10 and reverb in audio (i've read that from one guys who work this change fix the performance issue but for me don't work)
