Yeah I found out recently. I honestly wish it was more clear that you needed to hold it down.

I’ve looked through so many pages and all the solutions haven’t worked. I’m on PS4 and I can’t equip melee even when cycling through weapons. I only cycle through my primary and secondary. I can channel and such fine when the two aren’t equipped but other than that I can only use quick mele attacks. I’m not sure if this is a bug or normal.
