SHE DIED, I NEVER THOUGHT IT WOULD HAPPEN BUT HERE WE ARE ALMOST 2 MONTHS LATER
Let's take a moment of silence, for today, I saw an old friend die. I drink one for her tonight, I assume it was something super strong like her will to exist despite being told to die. May you rest in peace, Jubirpu Avuuk. I will enjoy your Shildeg in your memory and honor.

The update dropped today, I hope I can kill her. A bittersweet end to a bittersweet friend. (Maybe. Will report results once completed.)

jokes aside, I think you need to contact support, forums can't really help you if what you have encountered is a bug.
I also had the issue, support told me to post in forums since they don't fix bugs.
They can't even give me back my stuff from my unkillable lich so contacting them on the matter is useless until this gets patched.

It's January 26th, current year.
My lich still lives. She's become part of my life.
She's been defeated a grand total of 26 times. She should know what my fighting techniques are like, she mocks me. I value her pride and determination at this point. Her refusal to die is inspiring. Each encounter is like meeting an old friend. Whenever this gets patched, and I finally kill her permanently, I might cry.

There a variety of items you can do to try to fix this. I myself have tried all of these and have failed but they have worked for many others, it wouldn't hurt to try these. If these don't work, contact support, although I don't think they can help with this as it would be a bug that DE staff would need to patch.
1. Clear save cache. Find your save data under "Manage Game" option and go from there. Make sure to erase from everywhere you play on Xbox. This is how most people can fix this. (This does not erase your data from DE servers; next time you play Warframe your console will download the save data from DE servers.)
2. Reset your Parazon colors. It's a rare bug that will not register the kill if you colored your Parazon. Leave it on default colors until your lich dies.
3. Redownload the game, although I haven't see it work yet. Has worked for PC players before, I havenb't heard of this working on console.
4. Wait for DE to release patch if none of these options help.

How exactly does the Lich system stop you from finishing your ship?
The lich is a permanent reasource sink that can wipe out entire pools of resources you grind if they are smaller than a certain quantity. Mine completely ate my 6 orokin cells, as an example.

It is now Dec 29th, my kuva lich is still alive. DE should look at this problem ASAP.

This happened on PC with my alliance, a clan had decorations in a trophy room. Long story short, they reorganized the dojo to make space for some of the gardens.
When they destroyed the trophy room, apparently the clan vault couldn't take the decorations since they aren't a resource, so they got destroyed - event statues, Ayatans, and noggles, plus in-game decoration drops that are really hard to find (John Prodman poster). Maybe the trio didn't know this and just kept rebuilding decorations and thus depleting resources? It's literally the only thing I can think of.

As of today, Dec 20, 2019 I have been unsuccessful in killing my lich. Mind you, it's my first lich and I literally haven't been able to play with any of the Old Blood weapons because of this. I'm hoping others post here to see if they have this issue and see what the common factor is to solve it.

I have killed her several times now and she won't die. First encountered her the 3rd day of Old Blood update dropping. I have attempted this on solo, public, and even with clanmates. She just comes back at the end of the mission end screen and takes my looted resources and credit. This is a much bigger concern with Rising Tides out, since she drains what little railjack resources I farm and makes that progress take longer to complete. Due to this and her large expanse of control in the startchart, I cannot complete missions in half of the system due to her stealing my credits or garnishing my resources. I've come to a screeching halt in my farming and progress as I'm too afraid to farm rare mods and get them if she will steal them from me.
I have deleted my saved game cache, redownloaded the game, and tried this on a different console. My husband has had no issues and has killed 5 liches now, and on both consoles I'm pretty sure this is not an issue on our end, and just want someone to go into my account and Thanos SnapTM her out of existence.

I came to post this. This makes the game almost unplayable for my husband. He got rid of “Cycle Power Right” on the D-Pad.

The update they dropped on us today fixed my lich. Try it out.
