Was this confirmed last night on Prime Time?, I missed it

I've been having the same issue except the chat doesn't say "failed to connect". When I'm in a mission and if I type something other players cannot see it sometimes (not all the time). Or if I'm in the lobby and someone sends me a message , It'll tell them I'm offline. Trust me we're not the only ones, other people are having this issue.
