Happening to me as well. Tried reinstalling and the suggested full shutdown option to no effect. Hard reset hasn't helped either. Been this way for 3 days now.

The achievements were never added (correctly?) to the game. On the dashboard and Xbox.com, it still only shows the original 39 achievements.

So I was able to get in yesterday but trying again today, I'm getting stuck on the logo screen again. So annoying.
What I did find is that if the intro video freezes then you won't be able to get past the logo screen. If it plays, you can get in.
