[12,650/10,000 Nightwave Rep, no rank up?]

I had the same thing happen with 11,900 rep from completing the open ten relics.  I got back to my ship with 11900/10000 so I thought maybe I should enter another mission.  It took the 5K rep away leaving me with 6900 on the same level I was at but my nightwave rank didn't increase.
