So is the fire-damage seperate from my normal bullets/melee o.o?

Does it? Or only the Killing Blow mod increases your charge damage?

I heard fire damage does 400% to infested? Does this mean the burning effect on an infested do 400% fire damage? Or does it quadraples my basic damage against an infested when i'm using fire on it? Though that confused me since modules usually have a minimum of 5% and a maximum of 90% fire damage.
