Does that mean the cat is cloaked permanently? or until the decoy is dead

If it was permanently that would make for an immortal kitty. So no, but it does help it survive a bit more, keep the mobs occupied and by extension help you take a bit less damage too.

But keep Charm  first to make most of smeeta..
