New Damage And Armor Scaling?

So, In the last stream I heard the developers saying that the damage resistances and armor scaling were going to be modified in update 10, but I cannot find any information about this anywhere.

 

Were the changes postponed? If not, where can I find them?

The Armor 2.0 / damage system is taking longer than expected and will not be in day 1 of Update 10. Know that we have not stopped working on it, it just simply isn’t ready for Update 10.
