Why does Kepler, Phobos only reward you for your highest achieved rotation?

I decided I wanted to farm some Archwing mods to improve my Itzal, but I quickly found that rush missions, while they can be completed to rotation C very quickly, will not reward you for rotations A or B if you reach C. To receive a drop from B (which is what I'm farming), you have to wait ~90s for the timer to expire and intentionally let the last transport escape. Personally I think this is mind-boggling and really discourages investing my time into this mechanic. Can we see some modernization for this DE?
