Marked for Death doesn't trigger all the time when shooting an enemy.

When I use Marked for Death on a target, sometimes the hit with a weapon, such as vectis prime, doesn't trigger.  I don't know exactly what makes it not trigger but here are the steps to reproduce it.

1.  Use marked for death on an enemy.  Preferably a tanky enemy, such as a high level heavy gunner on steel path.
2. Shoot at an enemy, preferably a semi-auto high damage weapon.
3. What's supposed to happen is that the marked for death ability triggers and does its usual effect, but what happens sometimes is it doesn't trigger, despite me shooting at the enemy and dealing damage.
