Enemy Rifle Smack Procs

Specifically, when you get to close to a guy with a gun and he smacks you, not sure what the correct terminology is. But now you seem to have upped the proc chance for the impact damage--i.e. the melee attack staggers.

But seriously, this has made melee even worse. Not is standard slash damage useless at higher levels, but even a standard crewman seems like he has 50% proc chance when he hits you. It feels like every other hit I take staggers me, and in a group I'm even getting stunlocked. But our attacks? No way in hell our proc is going to kick in as often, so ask yourself why it is that a low level grunt has a better melee weapon than you.
