My guess, from reading some far more insightful posters than I, is that they are attempting to make a HUD for the PS4/Controller-using audience, but unfortunately this comes at the direct expense of the PC/Mouse-and-keyboard users having to suffer a HUD filled with clutter they don't need, and changes seemingly made for the sake of being different rather than actual improvement.
