"safe" Mods

I would like to have the option to "lock" or "save" mods.  Suggestions:

 

1) We should be able to mark mods as "locked," where they can't  selected other than to fuse and improve.

2) Mods on weapons or warframes should be automatically included in these positions.

3) IN THE EVENT THAT upgrading a mod pushes that mod outside the capacity of what it is equipped to, it should be automatically unequipped and provide a notice to the player.

I believe this recent patch implemented something vaguely like this. You can't use already fused mod's to fuse again. I tested it and it worked, but that mod was higher than the one i was fusing so unsure if that is a difference or not. But yes the system could get better, but just a heads up that they're moving in that direction.
