Mir.
Right now the mod which is most rare yet of least use is probably the puncture series, which would be the Seeker(pistol), Seeking Force(shotgun) and the metal auger(rifle). It still has some use in nailing down sneaky hiding corpus crewman hiding against something for cover. But most people wouldn't spend 10+ power costs on it. As far as logic goes, it penetrates enemies for the set amount of distance, so logically speaking it does go through armor, so why not make Puncture mods to ignore armor? That way puncture mods would have some value. Of course it would ignore armor up to its stated distance. So let's say your puncture mod pierces up to 0.35m and somehow Lech Kril's armor is thicker than that, so it wouldn't have an effect. However on lancers or troopers, since the armor is not as thick, it would pierce through the armor. Trying to add some worth to the puncture mods, what do you guys think? Nubsawce
One note: If their armor is thicker than .35m, they would probably be walking tanks. They'd likely be over 2 meters thick and quite bulky.
SolluxCaptorTA
I've heard a suggestion for shield puncture on these mods, so at level one you can pierce with 10% or so of your damage, and maxed out a much higher number. Would make soloing bosses like the Hyena way better.

Basically almost every Corpus/Grineer bosses. .35m is max amount of distance that the Seeker mod can provide anyway
