Blueprint: Random Mod

Just a random little suggestion. I'd like to see these as buyable, or perhaps a semi-permanent blueprint that lets us spin the roulette while making use of our prodigious pile of low tier resources. Perhaps 1000 salvage plus a semi-rare or rare resource drop, and it spits out a random mod.

Or if not buyable, then perhaps as a semi-rare drop from non-bosses?
