DeadlyNerd
The title is self explanatory but I'll do the long version anyway. With how hard high ranks of mods are to achieve, obtaining several high ranked mods for several items is near impossible. Thus the only affordable way of having them effectively on all items is by switching between, manually. This is tedious and inconvenient. My suggestion are templates for each item. Upon switching items mods are automatically removed from the previous item and placed on the new item, according to the template. This would make switching between waframes and weapons for better efficiency in certain missions quick and painless. This would in turn separate setting up mods and doing missions and improve the whole preparation and execution feel of being a ninja.
gopher
They tried a loadout type system similar to what you are describing right after update 7, but it got removed because it was extremely buggy. Shame too, because it would have been really. useful

overdosed
Yes please. It becomes really tedious when youre playing with several different frames and weapons. I was going to suggest the same thing but i was too lazy to make a thread about it xD
Meenmu
A similar idea proposed to solve this issue is floating mods. Basically mods can just be applied to multiple items at a time. Because mods are specific to item type (primary, secondary, melee, sentinel, or frame) and you can only have one of each type equipped at any given time, you don't have to worry about the mods affecting all items they are equipped on simultaneously.
