Rhino's Radial Blast

so basically skill works and all but been wondering, how does it's damage is calculated?

my Dual Skana and AKLATO for some odd reason reseted it's Rank so now that it's low lvl I've noticed I became unable to 1 "shot" Infections with Radial Blast lately, before weapon reset I was pretty much killing most enemies with 1 Radial Blast... so is that based on weapon's damage or what? o.o

someone else happen to be experiencing such a thing?

I haven't had my weapons reset, but Radial Blast seems to one-shot a certain amount, and just knock down and damage the rest.
