Whatever it is, you weren't supposed to get it. It's labeled as rank 1, but all the rank slots are lit up.

If you legit found it, it's a card that is probably in testing and someone you obtained, and is bugged to all hell.

I want to say shopped though :P

im gona go with a mod that they are working on and never put out. or a really bad shop. everything just looks off.
