Tenno Specters, Why Can't I Craft Them?

So I recently found out about Tenno Specters. Rather embarrasing considering I'm Mastery 13 and Only just found out about them.

 

I got a Force and Cosmic BP from some Rescue missions, but it won't let me craft them? It says "Not enough components" When I indeed, have enough components.

 

I understand that they copy my current Loadout. Are there any restrictions with it? (Prime items or newly added ones?)

Conclave restrictions were removed in U17.

Some specters have conclave rating requirements. Check that out, first.

I thought Update 17 said they were removed. I'll give them a look, regardless.

Just tried to craft a Phase Spectre, the lowest one. I have a conclave rating on my equiped gear of 1100. That should be enough, but it won't let me.

It appears to be working now. A hotfix dropped yesterday so I'm not sure if that resolved it or not.
