Clan Downsizing

I am planning to downsize my clan because a lot of the members are inactive and the resource costs are just ridiculous. Currently we are a storm clan but I am going to downsize it to shadow rank.

 

Before I do this, can somebody tell me the steps to downsizing the clan? I know that you have to visit the dojo and from there you can downsize the clan but to do so you need to remove the inactive players. I am concerned about the barracks though. Do I have to remove the barracks that allows storm rank as well?

I believe you need to destroy the barracks when u down size and there's a wait of 2 hours before you can down size again according to what my friend told me. He was also a Storm and now a ghost clan.
