So after getting a new hard drive I can't play the game.

 

I have downloaded the game and it's in "D:\Warframe", but whenever I try to run the game with the launcher it start downloading the game in  "C:\Users\frejoh466\AppData\Local\Warframe"

 

So how do I point the game to launch the game in the folder the game has already been downloaded?

 

Also, what .exe do I need to allow in my firewall, because right now I need to disable the firewall for the download to start, otherwise I'm getting "Update failed!".

Try completely removing warframe from your computer then re-installing it. I download it through steam and never had this problem. Or if you did download through steam, try downloading the launcher from the website.
