What is Arcane Avenger doing with Skills like World of Fire that dont have internal crits?

"Weapons such as the Seer or Miter that have 0% critical chance can crit with this enhancement, although due to their lack of a critical damage multiplier, their damage will not be altered unless the shot lands on the head, which yields 2x damage."

I think it's the same with abilities. If they have a crit chance and crit damage like Excalibur's EB it does increase them.

Stuff that has a chance to crit listed will be able to crit when Avenger is turned on (such as Miter or Seer, even at 0% listed). WoF does not have any crit chance so Avenger won't increase it. It only works with Peacemaker, Exalted Blade, Hysteria, Primal Fury and Artemis Bow.

 

It may also work with damage reflection abilities such as Link, but I can't really tell if the crit frequency is any higher when it's activated, but I'm guessing it is.

No, at least not yet, there is likely going to be one in the future.
