There is no one good place to farm for either, because neither is the more common of the common drops it is always found with. You can go to jupiter for circuits, but you will find lots more salvage. You can go to mercury for polymer bundles, but you'll find lots more ferrite. Good luck.

Grineer Galleon tileset gives pretty good time/reward ratio. They're fairly linear and have lots of lockers and crates. I've personally had good results from Nuovo in Ceres for Circuits, though it is a level 25-35 map. Bring a Master Theif and break every container. I personally average 2-300 Circuits per run.

As for Polymer Bundles, I recommend Venus. Killiken or Venera. Bring a couple of friends and go up to Wave 5 or 10. The tileset where you need to take an elevator to the cryopod is especially good if you have a well-equipped friend. Simply run around the map and break every crate (there's sometimes up to two dozen or so). Polymer Bundles drop at an okay rate, and you'll also get a fair amount of Alloy Plate.

The following information are based on my 460+ hours of gameplay. I do not have reliable sources of information for this, but I hope it helps.

For Common Resources (Those that drop in bulk):

If you need Alloy Plates, farm Venus/Ceres, Ceres preferred.

If you need Circuits, farm Jupiter/Ceres, Jupiter preferred.

If you need Ferrite, farm Mercury.

If you need Nano Spores, do you even need to farm that? Any planets with that resource will do.

If you need Plastids, Saturn/Uranus, Uranus preferred.

If you need Polymer Bundle, Mercury/Uranus, Uranus preferred.

If you need Rubedo, farm Europa.

If you need Salvage, farm Mars.

Each Planet and their resources, according to levels

The highlighted are the more common drops

1. Mercury

Resources: Morphics, Ferrite, Polymer Bundles and Detonite Ampule

2. Venus

Resources: Alloy Plate, Polymer Bundles, Circuits and Fieldron Sample

3. Saturn

Resources: Nano Spores, Plastids, Orokin Cell and Detonite Ampule

4. Mars

Resources: Morphics, Salvage, Gallium and Fieldron Sample

5. Jupiter

Resources: Salvage, Circuits, Neural Sensors and Mutagen Sample

6. Uranus

Resources: Polymer Bundle, Plastids, Gallium and Detonite Ampule

7. Earth

Resources: Ferrite, Rubedo, Neurodes and Detonite Ampule

8. Europa

Resources: Morphics, Rubedo, Circuits and Fieldron Sample

9. Neptune

Resources: Nano Spores, Ferrite, Control Module and Fieldron Sample

10. Sedna

Resources: Rubedo, Alloy Plate, Salvage and Detonite Ampule

11. Ceres

Resources: Alloy Plate, Circuits, Orokin Cell and Detonite Ampule

12. Eris

Resources: Nano Spores, Plastids, Neurodes and Mutagen Sample

13. Pluto

Resources: Rubedo, Morphics, Plastids, Alloy Plates and Fieldron Sample

Factors to pick a good planet to farm

1. Rare Resources

Take a look at Salvage, it can be found on Mars, Jupiter and Sedna. But why did I say Mars was a better choice?

Mars

Resources: Morphics, Salvage, Gallium and Fieldron Sample

Jupiter

Resources: Salvage, Circuits, Neural Sensors and Mutagen Sample

Mars has Salvage as its sole common resource. Morphics and Gallium are considered rare resources.

Jupiter has Salvage and Circuits as common resources. Neural Sensors is the only rare resource.

Hence the chances of getting Salvage is higher in Mars than in Jupiter

2. Mission types

Exterminate missions are the worst type of mission for farming. That is because mobs will not spawn. In other mission types, mobs will spawn continuously and hence the chances of dropping a resource is higher.

Raid missions are the best type of mission. That is simply because you do not have to rescue a hostage and protect them, you do not have to destroy a reactor or kill a target and lastly you do not have to run to different points in the map to destroy machines. You only have to grab the artifact and pray that you wont get any secondary objective. And better still, you will get a Mod as a reward.

3. Factions

Again, this is about spawn rates.

Corpus has got the highest spawn rates. If you stay in a room long enough, you will notice that the MOAs can spawn forever.

Infested has the second highest spawn rates, they come in a large group and the best is the horde of runners. They will automatically explode and if you get lucky enough, resources will be dropped. Also, do note that they can only attack from melee range, which can be an advantage for you.

Grineers are the most irritating as they are harder to kill and that they do not spawn as much as the other two factions.

Hence, as Corpus has the highest spawn rates, it would be better to hunt for the resource in a Corpus planet or mission.

4. Number of resource type a planet has

Look at Pluto, it might contain the most useful resources but it is the worst place to farm resources. Why?

When you need 1 out of 3 common resources from a planet, you get a 33.33% chance of getting the resource you need. But if the planet has 4 common resources, the 33.33% gets reduced to 25%.
