Input Feedback Window?

Anyone else encounter this window that says "Input Feedback"? Apparently this only pops up for me when typing a colon in chat without pressing enter then switching over to another chat tab. I found this out while switching tab after typing an emoji. Just curious if anyone knows what that means or is it just a random bug?

I tested it and it looks like its a bug most likely it will be reported soon and fixed on the nearest hotfix

It is very similar to when you @ (name)
